If I create a custom web part by deriving from WebPart, is it possible to use that class as a regular web control (sans personalization features, of course)? In other words, is there anything in the base WebPart implementation that absolutely requires that the control be used with the personalization framework (and a WebPartManager)?

I realize that another way of creating a "dual-mode" control is to create a control that implements all of the Web Part interfaces, but it would be nice to inherit all that implementation if I can.

Yes, you can use the control as a regular custom control, but the personalization feature will not be used. WebParts located within the WebPartZone, will only be personalized.

No, there is nothing in the WebPart class that requires the control be using within the WebParts framework (i.e. parented to the WebPartManager). A WebPart control can be placed on any ASP.NET page. As Frederick said, Personalization will not work, and also several properties on the WebPart class may not make sense outside the context of the WebParts framework.
