I'm developing a website and using Web Parts, but came into a problem granting a certain user shared scope personalization. I used ASP.NET Configuration Wizard to create Membership for my website, enabled roles and added a single user - "administrator" with role "admin". I also added this piece of code in my Web.config file in order to grant this single user shared scope :

<authorization>
<allow verbs="enterSharedScope" users="administrator" roles="admin" />
</authorization>
....
Still when I enter EditDisplayMode and try to ToggleScope(), I recieve exception that this user ("administrator") is not granted shared personalization scope. What I need this only user for is to make changes of the site that will remain for all the anonymous users using it. My question is what am I doing wrong.
