error using 2008 v-w-d- express

i had some errors in my computer and i have uninstall and install v-d-w 2008 express , it is keep getting stuck when i try to work in split or design mode ,

i'v find out that my sql server configurtion is empty ,and i think this is why ,

where can i find and reinstall it?

Designer does not depend on SQL configuration. Does design view work when you create a simple HTML page and switch to DV?
