VS2008pro trying to debug LinkPoint api setup, help needed !

I have found at least (3) different sources for this file and tried them all, with same error. I cannot figure out how to get this dll loaded. Here is error in VS2008pro.

The assembly with display name 'lpssl' failed to load in the 'LoadFrom' binding context of the AppDomain with ID 3. The cause of the failure was: System.BadImageFormatException: Could not load file or assembly 'lpssl' or one of its dependencies. The module was expected to contain an assembly manifest.
File name: 'lpssl'
