If the terminal server is used only by the number of developers you have seats for. If the Windows 2003 Server is used only by the developers, then you can use as MSDN version. Please note that this will only give a 2-user access to the server unless you get some additional licensing. This used to be available with Windows 2000 server upon request, I do not know the current state. You should reckon on at least 2Gb of RAM per developer, plus 2 Gb for the server - you will rapidly get to the point where it would be cheaper in hardware costs to install Windows Server 2003 and 4 Gb of RAM on the desktop PC. - My home development box has this amount of RAM and runs Server 2003 - VS2005 opens very fast whereas a machine with 256Mb of ram, it can take so long, you might as well goa get yourself some coffee while it is loading.
