When you select open or new web site project you have the option of selecting IIS or the Dev Server.   If you're selecting a "File System" in the location drop down then it's going to use the Dev Server.  If you select http then it will use IIS.

The problem is I have an existing solution with 10 projects, one of them is the website, so I am opening the whole solution, not just web site. Can it be changed in the solution file?
