BIOS request limit has been reached

I am unsure if this is the error in english since my Visual Studio is not in english, so this is, I hope close to what the error is in english...

"Unable to start the modification control to "NETWORK LOCATION", because the BIOS netqork request has been reached."

They suggest that we go read the article 810886 from the Microsoft knowledge database, but the suggested fix do not work.

I do know that this error happens when I am using a dictionary(resx) file in App_LocalRessources or App_GlobalRessources. The error goes away the instant I remove the content of these folders, but as you can guess I need those :D

Any fixes for my problem? The file have to be on the network, I cant have them on local and working in FTP mode is too slow to be used as a solution.

There is a known problem with IIS5 and web resources on UNC paths. See http://support.microsoft.com/kb/221790 for a fix. Hopefully that's the problem.

I believed I'm using IIS 6 with Windows 2003 Server. Any idea why I still recieved this error?
