Error installing ActivePDFToolKit12/19/2003 3:21:01 PM

I have a windows 2000 server and I need to install ActivePDFToolKit on it. I have successfully installed this before on other Win2000 servers. But for some reason on this particular server when I try to install ActivePDFToolKit I get the below error. Can anyone one please assist me here?

Can't Run 16-bit Windows Program
Can not find c:\temp\activepdftoolkit\activepdftoolkit35.exe (or one of its components). Check to ensure the path and file name are correct and that all required libraries are available.
