When I start the wizard from within VS 2003, I get a message that IIS is not installed.
But it is. I am running on XP SP4.
What am I doing wrong?

You somehow got your hands on an unreleased service pack? :D Windows XP is only up to SP2 (and that's still in beta).

Try reinstalling IIS.
