Changing Themes as admin for the entire site

I want to be able to change the theme for an entire site by logging in as admin but for the saved changes to be viewed anonymously. Is this possible? If so then how...or could someone direct me to an example.

I know how to set up themes....I guess I am looking for the code to put in page_load, button_click, and page_preInt.

If I save it as profile for admin how can an anonymous user see the saved changes?
