As far as I understand it, the Microsoft.Web.UI.WebControls were not written by the ASP.NET team. They were written by another team (IE) who did not have time to fully complete them. Since the ASP.NET team saw value in them, the source code was made available to developers "as is". Since they were not written by the ASP.NET team itself and fell outside the scope of the 1.0 deliverables, they are not supported nor automatically included with ASP.NET products.
