In my DotNetNuke directory I changed web.config, in this section:
Default:
<globalization culture="en-US" uiCulture="en" requestEncoding="UTF-8" responseEncoding="UTF-8" fileEncoding="UTF-8" />
I changed it to this:
<globalization culture="sv-SE" uiCulture="sv" requestEncoding="iso-8859-1" responseEncoding="iso-8859-1" fileEncoding="iso-8859-1" />
After I did this, I got my ?,?,? to work with the skin.
