I've read the skinning docs and as I've understood we must first form the zip packages needed and then install them. But developing page in editor like DreamWeaver is not convenient because I don't actually get WYSIWYG and can see the final layout only after the installation of the skin.
The question is Do you install just developed skin every time simply for looking for final layout or may be there are more opportunities for visualising skinning process,

You don't need to zip your skins - you only need to do this if you are distributing them, and want to upload them them through the Admin Skins page.  If you are developing locally, just put your Page.htm, skin.css, skin.xml and any graphics files into the ~DotNetNuke/Portals/_default/Skins/SKINNAME folder, and any container files in the corresponding ~DotNetNuke/Portals/_default/Containers/SKINNAME folder.

Then just edit the files directly from those folders.  If you make a change to the .HTM files, then you need to go into the Admin Skins page, select your skin, and click Parse Skin Package (this converts your HTM's to ASCX files).  If you make a change to your skin.css, then you don't need to do this, just hit refresh to see your changes.

Not having a tool like Dreamweaver or FrontPage is a bummer.  Typically I create an HTML page using a nice text editor (UltraEdit32) and reference a skin.css.  I put any images in a images folder in the same subdirectory I'm developing my skin.  I refine my page/skin while checking it using the browser.  When I satisfied, I take a screen capture and crop it for the skin image.  Then I replace the mock-up stuff with the appropriate [TOKENS] and create a skin.xml file referencing any special values I want. I remove the reference to the skin.css. Zip it up and test install in on a development machine.

What you can do is create a very basic skin with at the very least just a content pane.

Install the skin through DNN on your test installation

Create a test tab and set the page settings to use your basic skin.

Open two browser windows-
 
- log in as host and visit the skin management page

- open the test tab in your target browser

Wether you now edit the skin.ascx file or the skin.html file is a matter of personal preference.

If you use skin.html, create your skin and each time you wish to see how it renders in dnn, flick to the skin management screen that is open and reparse your skin. This will recreate the skin.ascx and your test page will reflect your latest efforts.

Editing the skin.ascx will make your changes immediate without re-parsing, however if you ever wish to redistribute the skin  I find it best to design in html and re-parse after each significant edit so that I know the deployed files will build the skin as expected elsewhere.
