I installed the Forum Module ver 3.10.04 and when I try to use it I get this error:

A critical error has occurred.
INSERT statement conflicted with COLUMN FOREIGN KEY constraint 'FK_Forum_ThreadsRead_Forum_Users'. The conflict occurred in database 'vs68948_1', table 'Forum_Users', column 'UserID'. insert The statement has been terminated.

I just tried the Forum at the main DotNetNuke development/support site and the same error occurs there!

There was a change in 3.2 that is causing some problems for the Core DNN Forum module. Chris Pattera is working on it.

While there isn't an official update yet, your best bet is to keep an eye on the Forum project page at http://www.dotnetnuke.com/Default.aspx?tabid=820. From there you can access the forums (although one of the two groups is disabled at the moment due to the problems that have been occurring) and the downloads page, where a release will appear when it is ready. Also, if you look in the "Developing the Forums" forum you will see a few threads on the issue, at least one of which contains modifications people have been using to fix the error. I haven't tested it myself and will wait for an official update, but you could try it if you wanted to.

When I try that forum I get the same error as when I try my own site:

Looks like the Forum Module Download is still dated 11/8/2005. Guess I better check what the work around is.
