Settings in Custom Module?

Could anyone tell me the architechual difference between

TabModuleSettings

and

Settings

ModuleSettingsBase

I am using the project templates from DNNJubgle and they have some default code like:

string setting1 = ((string)TabModuleSettings["settingname1"]);

string setting2 = ((string)Settings["settingname2"]);

But I don't have any idea under which condition I am suppsed to use what setting.
