 I want to build a GIS Web Application with ASP.NET. I donot know how to begin? Does it have tool or IDE to develop GIS Web Application?

may be you can have 3rd party components (link Dundas) for GIS Implementation in ASP.NET. 

ASP.Net GIS & Mapping Components

Dundas .NET Map, .NET Maps, Mapping, Map for .NET, Digital Dashboard
