Install Problems with 3.1

I have installed a lot of these and never have I had so many issues, most I have been able to solve but I think I have narrowed it down to this.

there is something wrong with the Sql for the desktop modes or settings on the Sql server

here is the error

By the way I did get it to install once not using the DBO account I created a user with permisions that where in the install doc
but none of the core modes would work except login and users online all the others had said they could not find object.

so I went back to using the dbo account

Anyway I am stuck need help.

I have got the install to work locally so I figure there is a setting somewhere I am missing.
